Arkansas
Arkansas apostille requirements for divorce judgments
To be eligible for an apostille, an Arkansas divorce record must be either a certified copy of the divorce judgment issued by the county where the divorce was finalized or a divorce certificate issued by the Arkansas Department of Health’s Vital Records office.
A notary public may not certify a photocopy of a document that is a vital record or a public record.

California
California apostille requirements for divorce records
There are two types of California divorce records acceptable for apostilles:
Actual divorce judgments and decrees: To be eligible for California apostilles these documents need to be certified copies obtained from the Superior Court in the county where the divorce took place.
Certificates of Record: California Department of Public Health – Vital Records (CDPH-VR) maintains divorce records for 1962 through June 1984. These records consist only of the face sheet of the divorce action – not the actual divorce decree. CDPH-VR is only able to provide you with a Certificate of Record, which includes the names of the parties, filing date, county, and case number of the divorce.
Old documents are acceptable (in most cases). However, check with the receiving foreign agency if they will accept an old document. Many foreign agencies require that the document is recently issued.
