What is USCIS? It is U.S. Citizenship and Immigration Services. USCIS will issue a certified copy of naturalization certificate that will qualify for an apostille or foreign embassy legalization.

infopassMake an appointment with your local USCIS office by using the InfoPass Appointment Scheduler (just google "infopass"). InfoPass is a free service that lets you schedule appointments with USCIS online. The site will ask for your whereabouts, and provide the information about the USCIS office closest to you (both in the U.S. and foreign countries!) 

When you go to your appointment, be sure to bring your original naturalization certificate and a plain copy of it. Also bring one more form of photo identification (e.g. your driver license or passport). A USCIS officer will review the documents and will certify the copy, if the officer can confirm your identity and status as a naturalized citizen. Be sure to ask for a "Certified True Copy". Then you will get a copy eligible for an apostille.

The NYS Secretary of State office does not have over-the-counter service yet. The processing time for New York apostilles is currently between two and three  weeks.
