In order to be eligible for a Florida apostille, your vehicle title must be an original document issued by the Florida Department of Highway Safety and Motor Vehicles and signed by the Executive Director. The current Executive Director is Terry L. Rhodes. Plain and notarized copies are not eligible for Florida apostilles.

How to get an apostille for your Certificate of Naturalization?
When a naturalized US citizen needs his or her Certificate of Naturalization apostilled, what would be the proper way to do it? Certificate of Naturalization is one of the documents that are not very easy to authenticate for foreign use. First of all, it is illegal to make a copy of Certificate of Naturalization (except for personal use). Therefore, it is not possible for a notary public to attest to a true copy. So, how is it done?
IMPORTANT! Your Certificate of Naturalization is a very important document, and should be treated accordingly. DO NOT send the original Certificate of Naturalization to any apostille agency that promices to get it notarized and apostilled.
There is only one U.S. authority that can certify a copy of your Certificate of Naturalization, and this certified copy will be eligible for an apostille. This agency is USCIS...
What is USCIS? It is U.S. Citizenship and Immigration Services. USCIS will issue a certified copy of naturalization certificate that will qualify for an apostille or foreign embassy legalization.
Make an appointment with your local USCIS office by using the InfoPass Appointment Scheduler (just google "infopass"). InfoPass is a free service that lets you schedule appointments with USCIS online. The site will ask for your whereabouts, and provide the information about the USCIS office closest to you (both in the U.S. and foreign countries!)
When you go to your appointment, be sure to bring your original naturalization certificate and a plain copy of it. Also bring one more form of photo identification (e.g. your driver license or passport). A USCIS officer will review the documents and will certify the copy, if the officer can confirm your identity and status as a naturalized citizen. Be sure to ask for a "Certified True Copy". Then you will get a copy eligible for an apostille.

What does a "proper notarization" mean?
Please note that for apostille purposes the contents of the document is not important. What is important is the way the document is notarized. We will check if the notary public who notarized your power of attoney is active (in good standing) and whether the document was notarized properly.

Can a Florida apostille be verified?
The State of Florida does not offer ONLINE apostille verification services. The Florida Secretary of State will veify an apostille's authenticity only by a written request.
Here are a few tips how you can check if your Florida apostille is authentic:
Florida apostilles are issued on security paper, which cannot be photocopied. Photocopies will have the word "VOID" diplayed throughout.
Each certificate is assigned a unique identification number displayed on the back of the certificate in the lower left corner.
In Florida, as in all states of the United States of America, an apostille is a separate page attached to the document.
An apostille is attached by a staple in the upper left corner.
As required by the Hague convention, each apostille has the title "Apostille", the reference to the Hague Convention, and the following ten items: (1) country where the apostille was issued ("United States of America"); (2) the name of the oficial whose signature is being certified by the apostille; (3) the position or capacity of this official (in the image to the left it is "Notary Public of Florida"); (4) the name of the seal/stmap ("Notary Public, State of Florida"); (5) the name of the city where the apostille was issued ("Tallahassee, Florida"); (6) the date when the apostille was issued; (7) position of the official person who signed the apostille ("Secretary of State, State of Florida"); (8) consequtive number of the apostille; (9) the seal of the apostille issuing agency (the Great Seal of the State of Florida, this seal is yellow); (10) signature.
There is additional language on the bottom of Florida apostilles which reads: "This document contains a true watermark. Hold up to light to see "SAFE" and "VERIFY FIRST"
Can a Florida apostille be rejected by a foreign country because it is a separate page, and not a stamp?
No. According to the Brochure called ABCs of Apostilles issued by the Hague Apostille Conference,

Apostilles may be affixed by various means, including rubber stamps, self-adhesive stickers, impressed seals, etc.

If an Apostille is placed on an allonge (which means a "separate page'), this page can be attached to the underlying public document by a variety of means, including glue, grommets, staples, ribbons, wax seals, etc.

Failure to affix an Apostille in a particular manner is not a basis for refusing the Apostille
Can a Florida apostille be issued for a document in a language other than English?
Yes, the document may be in a foreign language, however (IMPORTANT!) the notarial statement must be in English.
